Following the events of September 11, 2001, the Port Authority of NY & NJ developed and proceeded with plans to restore downtown train service between the Port Authority Trans-Hudson (PATH) Exchange Place and World Trade Center Stations by December 2003.
Golder provided geotechnical and rock engineering services during Phase I of the downtown restoration program. Services included design investigations, evaluations and analyses; preparation of "fast-track" construction documents; and engineering oversight and support during construction.
The project involved constructing six new track crossovers between five independent, separate unreinforced concrete-lined rock tunnels and extending existing station platforms about 150 feet to accommodate the planned 10-car capacity expansion program.
Unique partnerships were established between the client, contractor and the various design consultants to meet the fast-track schedule. This project is an example of how genuine partnership and cooperation between the various parties can accomplish tasks some viewed insurmountable.
The team pioneered two initiatives never before implemented within the NYC metropolitan region. The first was the use of "road header" type equipment to excavate the underlying Manhattan Schist rock, and the second was the application of shotcrete linings for final ground support on a mass transit rail project in the NYC metropolitan region.
